The Democratic Republic of the Congo (DROC—formerly Zaire) is situated in central Africa, and is crossed by the equator in its north-central region. It is the third-largest country on the continent, covering an area of 2,345,410 sq km (905,568 sq mi), with a length of 2,276 km (1,414 mi) SSE–NNW and a width of 2,236 km (1,389 mi) ENE–WSW. Comparatively, the area occupied by the country is slightly less than one-quarter the size of the United States, or about as large as the US east of the Mississippi River. On the N it is bounded by the Central African Republic, on the NE by Sudan, on the E by Uganda, Rwanda, Burundi, and Tanzania, on the SE and S by Zambia, on the SW by Angola, and on the W by the Cabinda enclave of Angola and the Republic of the Congo (ROC), with a total boundary length of 10,744 km (6,661 mi). Its extreme western portion is a narrow wedge terminating in a strip of coastline along the Atlantic Ocean. The DROC and Zambia dispute the border to the east of Lake Mweru. Kinshasa, the capital, is located in the western part of the country.
Zaire's import duties average ?? per cent and range from a low of 2 per cent to a high of 32 per cent. Zaire also applies other duties and charges such as /service centers in Bissau, although service and parts availability for those models are patchy. Maintenance and repair facilities are limited both in expertise and availability of parts.
Leaded gasoline and diesel fuel are reliably available in the capital and generally available in country’s interior. Because octane ratings are not high, the performance of engines designed for premium gasoline may suffer. Unleaded gasoline is not available, so catalytic converters should be removed before shipping vehicles to Guinea-Bissau. Although diesel fuel and leaded gasoline cost roughly the same amount, better fuel efficiency makes diesel engines more economical and a better choice for up-country travel. Fuel theft is not uncommon, so a lockable gas cap is highly recommended.
Undercoating, undercarriage protection, heavy-duty suspensions, and off-road packages are practical options for Zaire. Tubeless tires can be repaired in the capital city, but inner tubes are recommended for up-country travel. Spare parts can be hard to find. Include in your household effects a good supply of belts, filters, gaskets, hoses, headlights, windshield wipers, fuses, power-steering and brake fluids, spark plugs, a distributor, a condenser, and tires. For up-country travel, bring emergency equipment, such as a strong jack, spare tires, tire pumps, jumper cables, winch or tow ropes, first-aid kit, and racks.
When traveling outside Monrovia, four-wheeled drive vehicles are advised because the roads are in disrepair. During the rainy season, many upcountry roads become impassable.
Union Economique et Monétaire Ouest Africaine (UEMOA) is a grouping of the following Francophone countries that was established by a Treaty signed in January 1994: Benin, Burkina Faso, Côte d’Ivoire, Mali, Niger, Senegal and Togo. In May 1997, Guinea-Bissau became its eighth member state. UEMOA is a customs union and a monetary union between some of the members of the Economic Community of West African States (ECOWAS). In addition to those in UEMOA, ECOWAS comprises Cape Verde, the Gambia, Ghana, Guinea, Liberia, Nigeria and Sierra Leone (15 member countries in total).
The founder members of the East African Community Customs Union are Kenya, Uganda and Tanzania. In December 2006, Burundi and Rwanda were admitted into the Union. Members of COMESA are Angola, Burundi, Comoros, Democratic Republic of Congo, Djibouti, Egypt, Eritrea, Ethiopia, Kenya, Libya, Madagascar, Malawi, Mauritius, Rwanda, Seychelles, Sudan, Swaziland, Uganda, Zambia and Zimbabwe. Finally, SADC comprises Angola, Botswana, Democratic Republic of Congo, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe.
Zaire does not have many paved roads, including those in the capital city. The remainder is constructed of lateritic soils. These roads are often rough, and in poorly drained areas become impassable quagmires during the 6-month rainy season. In addition, the coastal salt air attacks car finishes, radiators, air-conditioning systems, and the chassis. For these reasons, simple, rugged automobiles, rust proofed and undercoated, and with good ground clearance are recommended.
Heavy-duty springs and shock absorbers are mandatory for up-country travel, as is air-conditioning to provide relief from heat, humidity, and dust. Four-wheel-drive vehicles are recommended. Unleaded gas is not available in Zaire. Catalytic converters must be removed before shipment or after arrival here.
In 1959, the four territories of French Equatorial Africa joined the Equatorial Customs Union (Union Douanière Equatoriale— UDE), within which goods and capital flowed without obstruction. The UDE was expanded in December 1964 to include Cameroon and together they formed the Central African Customs and Economic Union (Union Douanière et Economique de l'Afrique Centrale—UDEAC). The Republic therefore had no customs system of its own. In early 1968, the Central African Republic left the UDEAC to join an economic union with Zaire and Chad, but in December 1968 it returned to the UDEAC. As of 1993, the Central African Republic was a member of both UDEAC and CEEAC.
The UDEAC covers the entire range of commodity trade and bans all import and export taxes between member states. Goods and merchandise originating in member states are exempt from various taxes except in special circumstances. The gains derived from import duties in member states go into the state budgets, but to offset the advantages gained by transit trade, especially to coastal countries, a share of import duties is deposited in a common fund. There is a uniform customs tariff levied against all third parties, but since the UDEAC countries are associated with the common market, imports from EU countries receive a reduction in customs duties. Imports from outside the franc zone require a license. Customs evasion through the smuggling of goods across the Democratic Republic of the Congo and Cameroon borders is a serious problem. Such goods are sold at 10–40% off the price of legitimate items, depriving the government of significant revenue.
